A completed form is still editable. The values you typed sit in live form fields, so the recipient can change a figure and forward it on with nobody able to tell. Annotations behave the same way - a signature added as an annotation can be dragged off the page.
Flattening merges all of it into the page content. Field values become part of the page, annotations become part of the page, and there is nothing left to interact with. It also fixes the viewer problem: some readers render form fields poorly or not at all, and flattened content displays identically everywhere.
It is a one-way operation. Once flattened, the values are text on a page rather than field data, so keep the fillable version if you will need to produce it again.

Do the values look any different?

Should I flatten before signing?

How is this different from rasterising?
Flattening keeps the text as text. Rasterising converts the whole page to pixels.
