This is the frustrating category: a PDF that opens perfectly but refuses to let you print it, copy a line of text, or fill in its form. Acrobat shows SECURED in the title bar, and no password was ever needed to open it.
Those are owner-password restrictions. Unlike an open password, they are enforced by the viewer as a matter of convention rather than by encrypting the content - which is why the document displays fine but the print button is greyed out.
This removes the permission flags so the document behaves normally. No password is needed in the usual case. Where an owner password is set, providing it produces a cleaner result. If the file requires a password just to open, use Unlock PDF instead.

How is this different from Unlock PDF?
Unlock PDF removes a password required to open the file. This removes restrictions on a file that already opens freely.
Why can restrictions be removed without a password?
Because they are permission flags the viewer chooses to honour, not encryption of the content. The content was never protected.
Is this legal?
For your own documents, or ones you are licensed to use, generally yes. Copyright and licence terms still apply to what you do with the content.
Does the document content change?
No. Only the permission settings are cleared.
