Sometimes you want a document read but not reused: readable by anyone, not printable, not copyable. PDF permissions cover exactly that - printing, text copying, editing, and annotating, each set independently.
Be clear about what these are. Permission flags are instructions that conforming viewers choose to honour. Acrobat and most readers respect them; a tool designed to ignore them can. They are a policy signal and a deterrent, not encryption.
If the content genuinely must not be read by the wrong people, encrypt the document with a user password. Permissions are for controlling what legitimate recipients can do with a file they are allowed to open.

What if I need real protection?
