TIFF is the format of scanners, fax servers and document archives, largely because one TIFF file can hold many pages. That is also the thing most converters get wrong - they read the first page and silently discard the other eleven.
Here each frame in a multi-page TIFF becomes its own PDF page, in order. A 40-page scanned TIFF converts to a 40-page PDF, which is what anyone opening the file expects.
Compression schemes common in this world are handled, including the CCITT Group 4 encoding that fax and bitonal document scanners produce, plus LZW and uncompressed TIFFs.
