Phone cameras have replaced scanners for everyday paperwork, which means the documents people need to send now arrive as a folder of JPGs. Almost every system that receives paperwork wants a single PDF.
Drop the photos in, drag them into the right order, and convert. JPEG data is embedded without re-encoding, so the conversion does not add a second round of compression artefacts on top of what the camera already applied.
Page size and orientation are up to you. Fit the page to each image to avoid borders, or standardise on A4 or Letter when the result is going to a printer or an office filing system that expects consistent pages.

Does converting reduce photo quality?
No. JPEG data is embedded as-is with no re-compression, so the pages look exactly like the source images.
How do I control page order?
Drag the thumbnails. Camera filenames often sort in an order that has nothing to do with the document.
The photos are different sizes - is that a problem?
No. Fit the page to each image for borderless pages of mixed sizes, or force a standard size so every page matches.
Should I use this or Image to PDF?
This one is tuned for JPG. Image to PDF accepts PNG, WebP, HEIC, TIFF, SVG and BMP too, so use that for a mixed folder.
