A 200-page PDF with no bookmarks is a document people scroll through and give up on. The bookmark pane is the table of contents that actually works - one click and the reader is at section 7.3.
Here you can add bookmarks pointing at any page, rename the ones that came through as Untitled, drag them into a hierarchy so subsections sit under their parents, and delete the noise. If you already have an outline written down, import it as an indented text list instead of clicking through 80 entries.
You can also export the existing outline, which is a quick way to audit what a document claims to contain before you send it to print.

Load the PDF
Drop in the file. Any existing bookmark tree is read and displayed.
Add or edit entries
Create a bookmark, give it a title, and set the page it jumps to. Double-click an existing title to rename it.
Build the hierarchy
Drag entries onto each other to nest them. Depth is unlimited, though two or three levels is what readers actually use.
Save the outline
Export the PDF with the new bookmark tree embedded. It opens in the navigation pane of any reader.

What format does the import expect?
A plain text list where indentation sets the level and a trailing number sets the target page, for example "Introduction 1" then an indented "Background 3".
How deep can bookmarks nest?
There is no enforced limit. Most readers display three or four levels comfortably before the pane gets cramped.
Are bookmarks the same as a table of contents page?
No. Bookmarks live in the reader sidebar. A table of contents is a printed page inside the document - use the Table of Contents tool for that.
Will bookmarks survive if I merge this file later?
Yes. The merge tool preserves bookmark trees and nests each source outline under its own heading.
