A normal PDF stores the information a viewer needs to start rendering at the end of the file, which means a browser has to download the whole thing before it can show page 1. On a 50 MB document over a slow connection, the reader watches a blank screen and gives up.
Linearising reorganises the internal structure so the first page and the objects it needs come first. A viewer can then render page 1 as soon as the opening chunk has arrived, and fetch the rest in the background or on demand.
The file size barely changes - this is a reordering, not a compression. It only matters for documents served over a network; a file that is downloaded before opening sees no benefit.

No. The benefit only appears when a viewer streams the file over a network.
Does the document look any different?
No. Content and appearance are identical; only the internal layout changes.
