Can this open a PDF whose password I do not know?
No. The correct password is required. AES encryption cannot be bypassed, and any tool claiming otherwise is misrepresenting what it does.
Is the password sent to a server?
No. Decryption happens in your browser.
What if the file has restrictions but opens without a password?
That is an owner password, not a user password. Use Remove Restrictions for those.
Is it legal to do this?
For your own documents, or with the owner permission, yes. Removing protection from someone else document without authorisation generally is not.
