Rotating a page in a PDF viewer does not save anything. The next person who opens the file sees the same sideways page, because the viewer only changed the display for you.
This writes the rotation into the document. Turn pages 90 degrees clockwise or anticlockwise, or 180 for pages scanned upside down, and the change is stored so the file opens correctly everywhere.
You can rotate the whole document or select individual pages, which is the normal case - one or two sheets went through the scanner the wrong way while the rest were fine.

Choose the ones that are wrong, or select all.
Pick the rotation
90 clockwise, 90 anticlockwise, or 180 for upside-down pages.
Apply and download

Why does rotating in my PDF viewer not stick?
Viewers change the display only. Writing the rotation into the file is what makes it permanent.
Can I rotate individual pages?
Yes. Select any combination of pages and apply the rotation only to them.
Does rotating reduce quality?
No. It sets a page attribute rather than re-rendering anything.
