PDFs can contain layers, formally called optional content groups. CAD exports use them for electrical, plumbing and structural plans on one drawing. Maps use them for roads, labels and terrain. Multilingual documents sometimes hold each language in its own layer.
Most viewers hide this entirely, so a document can carry content that is present in the file but not visible on screen - which is a real disclosure risk. A drawing distributed with a hidden internal-notes layer still contains those notes.
This lists every layer, shows its visibility state, and lets you toggle, rename or delete them. Deleting removes the content from the file rather than just hiding it, which is what you want before sending a drawing outside your organisation.

Load the PDF
Drop in the file. All optional content groups are listed with their current visibility.
Inspect the layers
Toggle each one to see what it contains, including any that were hidden by default.
Rename or delete
Give layers clearer names, or delete the ones that should not be in the file at all.
Save
Download the PDF with the revised layer set.

What is an optional content group?
